AGENCY: National Aeronautics and Space Administration (NASA).

ACTION: Information Gathering Notice.

SUMMARY: The National Aeronautics and Space Administration, as part of its ongoing efforts to reduce paperwork and respondent burden, invites the general public and other federal agencies to take this opportunity to comment on the proposed information collections and/or continue.

DATES: Comments are due by March 15, 2022.

I. Summary

NASA’s Contractor Financial Management Reporting System is the basic financial support for contractor reporting of estimated and incurred costs, providing essential data for projecting costs and hours to ensure contractor performance is realistically planned and supported by dollar and manpower resources. The data provided by these reports is an integral part of the Agency’s accrual accounting and cost-based budgeting system. Respondents are reimbursed for costs associated with providing the information, based on their negotiated contract price and the associated terms of the contract. There are no “total capital and start-up” or “total O&M and purchased services” costs associated since NASA policy requires that reported data be generated from of the existing contractor system. The contractors’ internal management system should be used as far as possible.

II. Collection methods

NASA collects this information electronically and this is the preferred method, but the information may also be collected by mail or fax.

Comments are invited on: (1) whether the proposed collection of information is necessary for the proper performance of NASA’s functions, including whether the information collected has practical utility; (2) the accuracy of NASA’s estimate of the charge (including time and cost) of the proposed information collection; (3) ways to improve the quality, usefulness and clarity of the information to be collected; and (4) ways to minimize the burden of collecting information on respondents, including automated collection techniques or the use of other forms of information technology.

Comments submitted in response to this notice will be summarized and included in OMB’s request for approval of this information collection. They will also become a matter of public record.
